Data Access Fees

New Jersey Integrated Population Health Data (iPHD) Project Fee Schedule

Effective July 2024 through June 2026

 

Data access recipients receiving their data after June 30th will be charged according to a new fee schedule for FY'27-FY'28. More information will be available soon.

Additional Information - Project Fee Rates

 

The iPHD standard fee schedule is based on actual costs incurred.  Fees, which are established under federal guidelines, are reassessed approximately every two years.  The current fee schedule applies through June 30, 2026.  Fees are based on the fee schedule in effect at the time of data transfer and are due at that time. 

Please note that published iPHD fees cover the cost of application review, execution of data agreements, and preparation and delivery of data for projects using limited data sets of iPHD data. Fees also support the enhancement of adding an anonymized person-level identifier that allows linkages across data sets and across data years.

Additional work will incur additional special request or technical assistance fees. Situations that may lead to the application of such fees include:

  1. Projects that reuse previously approved and prepared iPHD data (new DUA for new scope of work)
  2. Addition of dataset or data years for a previously approved and prepared iPHD data (plus standard fees for new dataset/additional years)
  3. Request for non-IPHD data integration (3rd party data linkage):
  • Geographic-level data linkage below zip code level, such as census tract/blocks and geo-coordinates
  • Person-level data linkage using personally Identifiable Information (PII) such as Name, dates of birth, etc.

Plans for external data linkages or other special needs should be discussed with our data team to ensure feasibility and compliance. Once feasibility and compliance have been determined, additional fees will be applied for the work.  For approved projects, the iPHD team will provide upper-bound estimates of hourly charges prior to commencing data preparation. 

Linkage to third-party (non-iPHD) data at the geographic level (e.g., census tract identifiers): Minimum of $5,000

Linkage to third-party (non-iPHD) data at the person level (e.g., personal identifiers): Minimum of $15,000

Opportunity and Eligibility for Fee Waivers 

 

Limited fee waiver opportunities may be offered during application cycles, subject to the availability of funding. 

To be eligible for fee waivers, researchers must meet the following criteria: 

  • Applicants for fee waivers must include at least one (1) principal investigator (PI) from a New Jersey research institution. Collaboration with a non-New Jersey institution will be considered ONLY if the project leadership and a substantial portion of the project activities rest within the New Jersey institution. 
  • The research institution complies with the US Department of Health and Human Services, Office of Human Subjects Protection guidelines for human subjects research (i.e., has a Federal wide Assurance Number). 
  • Students with faculty supervision are eligible to apply. 
  • Scholars from racial/ethnic minority groups are encouraged to apply. 
  • Research aims that align with the approved purpose and research priories of the iPHD. 

Applicants from research institutions outside of New Jersey are eligible to apply for iPHD data access, though not fee waivers, provided the research aims align with the approved purpose and research priories of the iPHD.
