Authorized iPHD data users are required to comply with the policies listed below and all subsequent amendments adopted by the iPHD Governing Board.
iPHD Data Authorization, Use and Access Policy
This document serves as the policy governing iPHD data access and use. It consolidates all prior standalone policies governing these matters and incorporates the Acceptable Use Guidelines (July 9, 2021), the Additional Data Years Policy (April 25, 2025, as amended September 19, 2025), the Third-Party Data Linkage Policy (November 21, 2025), and the Expedited Application Review Policy (February 27, 2026).
Requesting Additional Data Years
This policy establishes the conditions under which researchers may request additional years of data after their application has been approved.
Linkage to Other Data Sets
This policy establishes the conditions under which approved iPHD data recipients may request the linkage of iPHD data with datasets external to the iPHD. The purpose is to ensure that such linkages are undertaken in a manner that protects data privacy and security, mitigates the risk of re-identification, and maintains compliance with all applicable laws, regulations, and iPHD data use policies.
Expedited Application Review Policy
This policy establishes an expedited review pathway for iPHD data applications previously approved through a formal peer-reviewed process. This policy applies to, but is not limited to, federally funded mechanisms within the National Institutes of Health (NIH), National Science Foundation (NSF) and the Agency for Healthcare Research & Quality (AHRQ).
